(3) 运营管理：实行代理制或租赁制。在多家运营公司竞争的条件下，选择有利于提高轨道交通运营效率和效益的公司，承包日常的运营组织工作。在租赁模式下，运营公司不光租赁轨道交通固定设施(线路、车站、建筑物)，还要根据客流特点和列车运行组织需要租借移动设备(车辆)，以技术组织与管理实现运营增效的目标。
(4) 政府监督：市轨道交通管理处代表市政府监督轨道交通规划与政策的执行情况；针对轨道交通建设与运营中的实际问题，负责研讨，向政府有关部门提出决策参考意见；发挥政府宏观调控作用，使投资、建设、管理三部门密切合作，共同推动轨道交通事业的发展。
2002年8月8日，由上海市五大骨干交通企业组成的“上海现代轨道交通公司”，获得了即将投入运营的轨道交通5号线(莘闵轻轨)的经营资质，开创了我国城市轨道交通由多家企业经营的先河；2002年8月13日，香港地铁有限公司占60%股份的上海港铁建设有限公司取得了与上海久创建设管理公司、上海地铁建设公司同样的轨道交通建设总承包商资质，并将出面总承包轨道交通9号线(申松线)的建设。可以预言，伴随着不断开放和规范的上海城市轨道交通市场，上海城市轨道交通建设的步伐将与时俱进，不断创新。

Financing and Management Reform in Shanghai Rail Trans it Construction

Abstract By analyzing the current situation, the construction and financing problems come with the development of urban rail transit system(URTS), and based on the principles and features of the market operation system, the author discusses some available financing methods in URTS, including their adoption conditions and limits. Following the investment and construction reform of URTS in Shanghai, the author suggests that the construction and management shall be carefully coordinated.
