POTENTIAL IMPACT OF PROPOSED STANDARDS AND PROGRAMS
Even after adoption of the new and in-use management and technical measuresnoted above ,the air pollution problems in China‘s major cities will not be completelysolved.While emissions would be much lower without controls,ambient NOx levelsare still projected to remain higher than the targets.Specifically ,while area-wideCO problems should be eliminated,it is expected that even with the implementationof emission standards ,levels near roadways will still be unhealthy.Furthermore,ozone and PM levels will likely worsen from TODay ’s levels without focused effortsto address their emissions and precursors.In the future,to address these remainingproblems it will be important to focus on those vehicle categories for which additionalcontrol measures appear feasible and potentially effective.In this regard,itis useful to understand the relative importance of the various vehicle categoriesto pro-jected overall vehicle emissions in 2010as summarized in Table 8above.Based on the data presented in Table 8,it is clear that light duty gasoline fueLEDcars and trucks will need to remain a primary focus of control efforts in the future.In this regard,it is important for Chinese planners to remain abreast of technologicaladvances and other developments around the world.Therefore ,after the standardscontained in the Action Plan are implemented,it will be valuable for SEPA to analyzethe potential feasibility and cost effectiveness of utilizing the eve
