To develop a national strategy for addressing vehicle pollution ,SEPA ,withsupport from the World Bank ,pulLED together a team of experts from a variety ofgovernment agencies and technical institutes and universities to study the vehiclepollution issues.Taking Beijing and Guangzhou as typical cities,the study analyzedthe main reasons for the serious vehicular pollution in China.The study determinedthe average emission rates for the existing vehicle fleet and its contribution tourban air pollution and predicted the future vehicular development and pollution.Another important component of the study was a comparative analysis of foreign experienceson controlling vehicle emission pollution and evaluated the feasibility and cost-effectivenessof implementing the internationallyadvanced technologies and management systemsin China.Finally ,the study defined the vehicular emission control targets andcorresponding technology and management strategy.
