NOTICE OF INVITATION FOR PREQUALIFICATION
昌平位于北京中心城北部，北中轴奥林匹克公园向北的延长线上，有丰富的山、水、植被，自然生态环境良好，是首都生态环境的重要屏障。昌平城区距北京中心城约30公里，依托八达岭高速公路和立汤路与北京中心城连接，交通十分便利。
Changping District is located in the north part of Beijing Center City, on the extension line of the north central axis cutting through the Olympic Green. With colorful hills, waters and vegetation, it enjoys a good physical environment and acts an important ecological defense of Beijing. The city proper is about 30 km away from Beijing Center City, easily accessible by Badaling Expressway and Litang Road.
《北京城市总体规划（2004年-2020年）》对北京市的空间布局进行了战略调整，构建“两轴——两带——多中心”的城市空间结构。昌平新城是北京西部发展带上的重要节点，在北京市区、县功能定位中，昌平属于城市发展新区。东部新区是昌平新城重要的现代化、生态宜居地区，是面向整个区域的综合服务中心。东部新区将大力发展现代服务业，将成为带动新城产业结构优化调整的引擎，同时将建设高标准公共服务设施和高品质的生态宜居社区；将致力于增强城市文化内涵，以形成与自然山水协调、富有活力的城市风貌。
The “Master Planning of Beijing (2004~2020)” includes strategic adjustments to the urban layout of Beijing, to establish an urban layout structure of “2 axis—2 zones— multicenters”. The new city of Changping is designed as a major node of the west development zone. As functionally oriented by districts/counties, Changping District falls within the new urban development zone. The East New District is an important modern and livable part of the new city, a multipurpose service center oriented to the whole region. Along with the development of modern services on a large scale, the East New District will become an engine actuating the optimization and adjustment of industrial sectors and accommodate high standard and quality public facilities and livable communities. Also, forceful efforts will be made for enhancing the city’scultural implications, to create a robust urban style and features well integrated with the physical environment.
东部新区商务核心区位于东部新区的中部，未来将成为北京绿色文化休闲和商业服务产业发展的新亮点，是带动昌平新城整体职能和城市环境跃升的核心地区。
The CBD, which is situated in the middle of the East New District, will turn out to be a new sense of pride in developing green cultural, leisure and commercial activities,and also a core area upgrading the integral function and urban environment of the New City.
为了更好地落实《北京城市总体规划（2004年－2020年）》、《昌平新城规划（2005年－2020年）》和《昌平新城东部新区控制性详细规划》所确定的发展愿景与规划目标，细化和强化规划引导和控制，落实规划功能的空间定位，保证一个充满活力而富有地域特色的现代化商务核心区的形成，现公开征集昌平新城东部新区商务核心区城市设计方案，力求创造出满足区域发展要求、人性化、富有魅力、空间关系契合的城市空间。
To meet the perspectives and objectives of the “Master Planning of Beijing (2004~2020) ”, “Urban Planning of Changping New City (2005~2020)” and “Regulatory DetaiLED Planning of Changping East New District”, detail and intensify the guidance and regulation of plannings, achieve the spatial orientation of proposed functions, and ensure the formation of a robust and modern CBD full of regional characteristics, we are hereby soliciting urban design schemes for the CBD in Changping East New District, striving to create human-based fantastic urban spaces meeting the demand of regional development and according with the spatial relationship.
本次东部新区商务核心区城市设计方案征集拟采用国际公开征集的方式面向全球公开邀请具有丰富的城市中央商务区或大型综合商务区的城市设计、建筑设计以及交通规划设计经验的设计机构或由上述设计机构组成的联合体前来参加资格预审，并通过资格预审选取5个左右应征设计人参加本次设计方案征集活动，提交应征设计方案。
For the purpose of the capitioned solicitation, which will be conducted in the form of international open solicitation, it is proposed to invite worldwide design firms highly experienced in the urban design, architectural design and traffic planning/design of CBDs or large multifunctional business districts, or consortiums of such firms, to apply for prequalification, which is intended to determine about 5 Participants.

Obtaining of Prequalification Document
有兴趣的应征申请人可自中国北京时间（下同）2008年3月28日至2008年4月15日按以下方式获取资格预审文件：
The Prequalification Document can be obtained by the interested Applicants, from 28th March to 15th April 2008 (Beijing Time, the same throughout this document), in either of the following ways:
1．现场获取：

按上述征集联系地点(2008年3月28日至2008年4月15日（法定节假日除外）每周一至周五9:00—11:30，13:30—16:00)获取资格预审文件。
The Prequalification Document may be claimed at the address stated above at 9:00~11:30 and 13:30~16:00 on weekdays from 28th March to 15th April 2008 (except for legal holidays).

三、资格预审申请文件的递交时间
Deadline for Submission of Applications for Prequalification
对本项目有兴趣的应征申请人请于2008年4月15日16:00前，将有关的资格预审申请的表格通过电子邮件的方式传交给征集代理机构。并请于2008年4月 18日12:00前将资格预审申请的文本文件（1份正本及2份副本）送交征集代理机构。
The interested Applicant shall send his application for prequalification, by E-mail, to the Solicitation Agent before 16:00 15th April 2008, and subsequently deliver a printed file (one original and two copies) of such to the Solicitation Agent before 12:00 18th April 2008.
四、其它条款
Other Matters
1．本次规划设计方案征集的主办单位将向通过资格预审、按要求提交了有效设计方案的应征人支付应征补偿费50万元（含税），同时设立优胜设计方案奖2名，并支付一定数量的奖金。
The Organizer will pay compensation in the amount of RMB500,000 (including taxes) to each prequalified Applicant having submitted a valid design proposal as required and additionally a money award to two prize winners.
2．对于此次北京市昌平区东部新区商务核心区进行城市设计方案征集资格预审活动，每个应征申请人只应选择自己单独或作为联合体成员的方式之一来参加应征人资格预审。
Each Applicant shall submit only one application either by himself or as a partner of a consortium.
3．本次规划设计方案征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law and legislations of the People’s Republic of China.
