NOTICE OF INVITATION FOR PREQUALIFICATION
北京中关村科技园区昌平园研发基地位于北京市昌平新城东部新区的南部，距北京中心城约30公里，依托八达岭高速公路与北京中心城连接，交通十分便利。
The R&D Base in Changping Sector of Beijing Zhongguancun Science Park is located in the south part of Changping East New District of Beijing, about 30 km from and easily accessible to the center city by Badaling Expressway.
根据《昌平新城规划（2005年－2020年）》，东扩片区与老城区共同形成新城的政治、经济和文化中心，承担综合服务职能，包括居住职能、产业职能和公共服务职能。3-3街区（即北京中关村科技园区昌平园）是集产业管理、产业服务、产业研发、产业示范于一体的新城产业基地。昌平园的主导功能为高新技术产业、居住、生活服务，主导产业为新能源及高效节能、电子信息、新材料。
According to the “Master Planning of Changping New City (2005~2020)”, the east sector together with the old city proper will be the political, economic and cultural center of the new district, to serve the multifunction of residences, industries and public services. Block 3-3 (i.e. Changping Sector of Beijing Zhongguancun Science Park) is designed as an industrial management, service, R&D and demonstration base. Changping Sector will serve the leading function of high-tech industries, residences and services and the leading industry of new sources of energy, energy saving, IT and new materials.
为了更好地落实《昌平新城规划（2005年－2020年）》和《昌平新城3-3街区西部地区控制性详细规划》所确定的规划目标，细化和强化规划引导和控制，落实规划功能的空间定位，加快昌平园的建设，现公开征集北京中关村科技园区昌平园研发基地城市设计方案，力求创造出满足可持续发展要求、生态环境优良、配套齐全、交通顺畅、生产和生活协调发展的城市空间。
To meet the objectives of the “Master Planning of Changping New City (2005~2020)” and “Regulatory Planning of the West Precinct of Block 3-3 in Changping New City”, detail and intensify the guidance and regulation of plannings, achieve the spatial orientation of proposed functions, and speed up the development of Changping Sector, we are hereby soliciting urban design schemes for the R&D Base in Changping Sector of Beijing Zhongguancun Science Park, to strive for well-found urban spaces enabling sustainable development and enjoying nice environment, fluent traffic and well- coordinated development of production and livelihood.
本次研发基地城市设计方案征集拟采用国际公开征集的方式面向全球公开邀请具有丰富的工业园区或科技园区的综合商务区的城市设计、建筑设计经验的设计机构或由上述设计机构组成的联合体前来参加资格预审，并通过资格预审选取5个左右应征设计人参加本次设计方案征集活动，提交应征设计方案。
For the purpose of the captioned solicitation, which will be conducted in the form of international open solicitation, it is proposed to invite worldwide design firms highly experienced in the urban design and architectural design of multipurpose business sectors of industrial parks or science parks, or consortiums of such firms, to apply for prequalification, which is intended to determine about five Participants.

Obtaining of Prequalification Document
有兴趣的应征申请人可自中国北京时间（下同）2008年4月2日至4月14日按以下方式获取资格预审文件：
The Prequalification Document can be obtained by the interested Applicants, from 2nd April to 14th April 2008 (Beijing Time throughout this document), in either of the following ways:
1．现场获取：

按上述征集联系地点(2008年4月2日至4月14日（法定节假日除外）每周一至周五9:00—11:30，13:30—16:00)获取资格预审文件。
The Prequalification Document may be claimed at the address stated above at 9:00~11:30 and 13:30~16:00 on weekdays from 2nd April to 14th April 2008 (except for legal holidays).

三、资格预审申请文件的递交时间
Deadline for Submission of Applications for Prequalification
对本项目有兴趣的应征申请人请于2008年4月14日16:00前，将有关的资格预审申请的表格通过电子邮件的方式传交给征集代理机构。并请于2008年4月17日12:00前将资格预审申请的文本文件（1份正本及2份副本）送交征集代理机构。
The interested Applicant shall send his application for prequalification, by E-mail, to the Solicitation Agent before 16:00 14th April 2008, and subsequently deliver a printed file (one original and two copies) of such to the Solicitation Agent before 12:00 17th April 2008.
四、其它条款
Other Matters
1．本次规划设计方案征集的主办单位将向通过资格预审、按要求提交了有效设计方案的应征人支付应征补偿费40万元（含税），同时设立优胜设计方案奖2名，并支付一定数量的奖金。
The Organizer will pay compensation in the amount of RMB400,000 (including taxes) to each prequalified Applicant having submitted a valid design proposal as required and additionally a money award to both prize winners.
2．对于此次北京中关村科技园区昌平园研发基地城市设计方案征集资格预审活动，每个应征申请人只应选择自己单独或作为联合体成员的方式之一来参加应征人资格预审。
Each Applicant shall submit only one application either by himself or as a partner of a consortium.
3．本次规划设计方案征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
The solicitation, including solicitation per se and any documents relating thereto, shall be governed only by the law of the People’s Republic of China.
